Experts say a Northern California high school teacher's decision to shack up with a student raises a variety of ethical and legal concerns.

Both Hooker and Powers told ABC — they don’t regret anything. In that interview — Powers called the former teacher — her best friend. No charges have been filed against Hooker — but Modesto police are investigating.
